I'm unsure as to if this is a FO4Edit problem with reading the record, or Bethesda actually rearranging things. I was going to wait until the next patch to see, but was prompted to make a post anyway.

As the title says, DLCworkshop01.esm is being forced to load at the bottom of the load order. Even if I change Plugins.txt or loadorder.txt, to put it with the other DLC, it will still only load at ...
